Cuántas veces tengo que registrarme? Es posible terminar todo en la primera visita. Pero es más común terminar en la segunda o tercera visita porque las personas necesitan más documentos. No envie documentos y siempre copie todo que trae.
Cómo sé cuales programas son para mí? Tiene que preguntar. How to Register for Low Cost Health Care

We are writing these instructions because we believe that you deserve the best possible health care at the best possible cost. You or your family may need this care on any day and at any time. We believe that Parkland Hospital and the East Dallas Health Center (and other Parkland clinics) are the best places to get low cost quality health care. There is a lot of information here, and we are sorry we cannot explain this in fewer words. Reading this paper and following the instructions for registering for services will be of great benefit to you and your family.
It is very important to begin the registration process before you or your family is sick or has an appointment to see a doctor. If you are already registered, getting in to see a doctor is much easier and quicker than if you wait until someone is sick before trying to register. Once you are registered at either Parkland or East Dallas Health Center, you have a card and medical record number for both.
Sometimes people have trouble registering because they do not have all the papers they need, there is a misunderstanding of some sort, or because the rules change. Whatever the problems may be, it is better to start early and to not give up. People who do not register early often find that they have been classified as self-pay, meaning that they must pay $55.00 before receiving services and be billed the entire cost of all services - which becomes very expensive very quickly. Also, when people who are classified as self-pay fall behind on paying their bills, they have to pay the full cost before they receive any services except for a true emergency such as a heart attack.
Below is the information you need to understand how register for low cost care. This information is current as of March 2001. It may change in the future. Bring as many of the following
papers or documents as you can (a complete list of required papers is available
from Parkland. We expect to have the list posted here eventually.):
Medicaid or Food Stamp papers will serve for most of the above. New patients must apply for Medicaid (or be in a Parkland managed care program) to receive reduced charge care. It may be necessary to have a letter from a social service agency to show the above. If you have applied for Medicaid at another office, bring proof of application.
Go to the 4th floor and tell the person at the desk that you would like to register for Medicaid, Parkland HEALTHplus, or any other program for which you are eligible. It is best to register for Medicaid if you or any member of your family qualifies.
Fill out the necessary forms. The eligibility person will call you to an interview desk and go over the form and the papers you brought in.
If more documents are needed, you will be given a sheet of paper with information about what else you need to bring. It is very important that you understand exactly what you need to bring back.
If you cannot complete the registration process, you can speak with a financial counselor. If this does not help, you can speak with the clinic manager.
Frequently Asked Questions
How long does it take to register? It depends on how many other people are waiting. Usually, everything can be done in about an hour.
How many times do I have to go to register? It is possible to get everything done in one visit. However, it is common for people to have to come back a second or even third time to bring more documents. Do not mail documents and always have copies made of what you bring.
How do I know what health programs I qualify for? You have to ask. There are different programs for people of different ages; programs that are open only to citizens, programs open to people who are not citizens, programs for people with certain diseases, and so on. Later, you may find that there are other programs for which you are eligible. Once you are registered for one program, it is usually easy to register for another.
Does registering for low cost care affect immigration status now or in the future - when applying for citizenship, for example? No. Applying for welfare does affect immigration status, but applying for low cost health care does not.
What are the income guidelines? You should talk with the registration staff or financial counselor about what programs you qualify for and what you will have to pay for office visits. The table below shows some examples.
What if I cannot pay for the office visit or other services? Talk with the social worker or other staff person. People who are registered as patients are seldom just turned away. Who is served and when they are served depends on the program they are in and on the medical necessity of services.
