Kathy Rice

Ms Kathy S. Rice has served as the City Manager of Waco since. May 11, 1998. Under her and the City Council's leadership, The City of Waco has made some significant strides.

Those accomplishments include annexation of new development areas along Highway 84 and began providing city services to the new residents; upgrading all City staff computers and established e-mail network to improve intergovernmental communication and better respond to citizen inquiries; the formation of a Youth Council; pursuing an effective Intergovernmental Partnership with the Waco Independent School District; and in the Fall of 1999 City employees dedicated their time to build a Habitat House.

"Ms Rice has brought a vital, innovative energy to Waco," said Mayor Mike Morrison. "She has many accomplishments to her credit, premiere among them is her ability to relate to the people who live in a community and help them accomplish the priorities important to their quality of life. She has been a great benefit to the neighborhood initiatives under way in Waco," he said.

"Waco is a community that is doing a lot of things right, a community with opportunity stretched out in front of it," said Rice. "It is a perfect place to work, a community of good, honest people who are committed to working together to make their hometown a better place to live."

Prior to serving as the City Manager of Waco, Ms Rice was the deputy city manager in Clearwater, Florida. A graduate of the Executive Fellows' Program at the University of South Florida, Rice also holds a master's degree in public administration and a Bachelor of Science degree in agriculture chemistry, both from the University of Georgia. She is a native of Concord, Ga.

Prior to working at the City of Clearwater; she served as city manager of Gulfport, Fla., and Lake Mary, Fla. She has also served as a planner and research coordinator for the East Central Florida Regional Planning Council and personnel director of Clarke County, Ga.

Most recently, Ms Rice was honored by the Blue Bonnet Council of Girl Scouts as a "Woman of Distinction." She received the award for both her leadership of the City of Waco and her work with youth. She has conducted a Teen Leadership Workshop in connection with Camp Fire and most recently has helped to establish a mentoring program called Gear Up. The mentoring program is a community-wide collaboration aimed at encouraging youth to attend college.

Ms Rice other honors include being selected as one of 100 women from across America to participate in the Class of 1995 Leadership America Vision for a Safer America Conference. She also received the 1991 Top of the Region Innovation Award from the Regional Planning Council for a summer youth employment program which resulted in 130 private sector jobs and the 1996 Picot Floyd Award for Outstanding Leadership from the American Society of Public Administrators.

Ms Rice is married to Matt who teaches at McLennan Community College. She has three grown sons and three grandchildren. Her hobbies include cooking and sailing.
