Born in Marshall, Texas in 1924, Sam B. Hall, Jr. graduated from Marshall College (later East Texas Baptist University) in 1942, served in the U.S. Air Force from 1943-45, and graduated from Baylor University Law School in 1948. From 1948-1976 he practiced law in Marshall.

When long-time member of Congress and Dean of the House of Representatives, Wright Patman, died in 1976, Hall was chosen in a special election to represent Texas' First District. He was then re-elected five times from 1976-1984. Hall's committee apointments included the Judiciary Committee, Veterans' Affairs Committee, and the Select Committee on Narcotics Abuse and Control.

On the Judiciary Committee, he served on the Subcommittees on Criminal Justice; Immigration, Refugees, and International Law; and Administrative Law and Governmental Relations. Hall was a very active legislator introducing numerous bills and playing an important role in the consideration of significant legislation. Becoming chairman of the Administrative Law and Governmental Relations Subcommittee in 1982, he presided over the consideration of difficult regulatory reform measures from 1982-1984.

A conservative Democrat, Hall received an appointment as a federal district judge in 1985 from President Reagan. He died in Marshall, Texas, in 1994.
