Biographical Note

Born in Poteet, Texas. Son of Judge and Mrs. H. D. Barrow. Educated in the public schools of Atascosa County, Texas.

1943

LL.B. Baylor Law School. Married Sugie Williams of Hindes, Texas. They have four children : Charles, John D., David, and James Hunter.

1943-1945

Served as Navy Line Officer in both Atlantic and Pacific theaters in World War II and Korean War. Recipient of seven battle stars.

1945-1959

Practiced law in San Antonio.

1959-1962

Became District Judge, 45th Judicial District Court at San Antonio.

1962-1967

Appointed to the 4th Court of Civil Appeals in San Antonio to fill the unexpired term of his father.

1972

Baylor Lawyer of the Year.

1977

Appointed to the Texas Supreme Court.

1978

"Distinguished Jurist" Gavel Award, St. Mary's University School of Law.

1979

"Greenhill Judicial Award," Texas Municipal Courts Association.

1982

Elected to a six-year term on the Texas Supreme Court. Distinguished Alumni, Baylor University.

Scope and Content Note

While the bulk of the Charles W. Barrow papers cover the years when Barrow served on the Texas Supreme Court, some of the more interesting materials are articles about Barrow's race for the Court against Don Yarbrough. Numerous articles document Yarbrough's meteoric rise to the highest court in the State as well as his monumental legal problems and subsequent swift descent. Earlier materials document Barrow's race for the Texas Court of Civil Appeals in 1962 as well as his campaigns for the Texas Supreme Court in 1976 and 1982.

The one file of photographs contains two portrait shots of Barrow and six photographs of the Texas Supreme Court. Most of the court photographs are autographed by each justice at the bottom of the photograph.

Eight notebooks contain Memorandum concerning Applications for Writ of Error by Judge Barrow to other justices. The Memorandum outlines each case using a similar outline: Nature of the case, Jurisdiction, Facts, Points of error, Discussion, and Disposition. There is a notebook for each session of the court on which Barrow served from 1977 to 1984.

Administrative Information

Collection Statement

The papers of Judge Charles Barrow were deposited in the Baylor Collections of Political Materials in two installments in October, 1991. Items included eight notebooks containing conference memorandum sent to other justices concerning Applications for Writ of Error, two judicial yearbooks, and a folder of biographical/campaign materials. In addition, a photograph of former Vice President John Nance Garner posing with several other men on the porch of his home in Uvalde was deposited inthe Texas Collection. The Gift Conveyace to Baylor University was signed on 4 October, 1991.

A preliminary inventory was made in October, 1991 by Ben Rogers, Collections Manager. A detailed listing was made in March 1995 by Ben Rogers. The Finding Aid was revised in October 1998 by Nancy Arreola. The EAD Finding Aid was created by Benna Ball, UTA Graduate Student, in October 2000.
